Vision, Mission & Responsibilities

Vision: To set the standard as "Best in Class".

Mission: To ensure every student receives an exceptional educational experience while providing the high-quality resources, support, and opportunities necessary for them to thrive both personally and professionally.

As elected representatives of our community, we are committed to making informed decisions that shape the future of our schools. Our responsibilities include:

  • Policy Development: Crafting and implementing policies that promote high educational standards and equity.
  • Budget Oversight: Ensuring that financial resources are allocated efficiently and effectively to support student learning and well-being.
  • Superintendent Supervision: Collaborating with and providing oversight for the Superintendent to ensure the district's strategic goals are met.
  • Curriculum and Instruction: Evaluating and approving curricula that meet the diverse needs of our students and prepare them for future success.
  • Facilities Management: Overseeing the maintenance and improvement of school facilities to provide a safe and conducive learning environment.
  • Community Engagement: Encouraging active participation from parents, students, teachers, and community members to foster a collaborative educational community.

Meet the Board Members

  • Rebecca Rutledge – Place #3

    Rebecca Rutledge is serving her 29th year on the BCISD Board of Trustees after being elected in 1997 and currently holds the position of Board President. Over her tenure, she has served in every officer role on the Board. She is a graduate of Leadership TASB and has earned the distinction of Master Trustee.

    Rebecca has been actively involved in the community, serving on the Planning & Zoning Commission for the City of Bridge City and on the Governing Board of Leadership Southeast Texas. In recognition of her leadership, she received the Frances K. Monk Award in 2014 and the Athena Award in 2018.

    She retired in 2021 after a 50-year career in the road building industry, where she served as Sales and Marketing Manager for Texas Materials. Rebecca and her husband, David, are lifelong Bridge City residents and proud graduates of BCISD. They have three daughters, all graduates of Bridge City ISD, and five grandchildren.

  • Judy Cole – Place #2

    Judy Cole is serving her 11th year on the BCISD Board of Trustees after being elected in 2015 and currently holds the position of Vice President. Over her tenure, she has served in every officer role on the Board.

    Judy and her husband, Mike, are both graduates of Bridge City High School. She is a member of St. Henry Catholic Church, where she has volunteered on several committees and taught CCD. She and Mike recently retired from their plumbing business, which specialized in residential and commercial services.

    They have two children, both graduates of Bridge City High School, and four grandchildren, including two currently enrolled in the district. Judy believes the most important part of serving on the Board is ensuring all students have the opportunity to participate in everything BCISD has to offer

  • Paul Zoch – Place #1

    Paul Zoch is serving his 5th year on the BCISD Board of Trustees after being elected in 2021 and currently holds the position of Secretary. Over his tenure, he has also served as Vice President and Assistant Secretary. He also serves as a TASB Grassroots Advisor.

    Paul is a 1980 graduate of Bridge City High School and has served as the Pastor of Good Shepherd Lutheran Church for the past 30 years. He is actively involved in the community, currently serving as President of the Bridge City High School Alumni Association and CASA of the Sabine-Neches Region

    His current term runs through 2027.

  • Thad Hill – Place #4

    Thad Hill is serving his 19th year on the BCISD Board of Trustees after being elected in 2007 and currently holds the position of Assistant Secretary. Over his tenure, he has served in every officer role on the Board.

    Thad and his wife, Dana, reside in Orange, Texas, and he has been a resident of the school district since 1986. He is a 1979 graduate of Thomas Jefferson High School and earned his bachelor’s degree from Texas A&M University in 1983. They have one child, a graduate of Bridge City High School and Texas A&M University

    His current term runs through 2028.

  • Mark Anderson – Place #7

    Mark Anderson is serving his 21st year on the BCISD Board of Trustees after being elected in 2005. Over his tenure, he has served in every officer role on the Board. He has also served on the Bridge City City Council for four years.

    Mark is a 1977 graduate of Bridge City High School and recently retired after selling his land surveying business, which he owned and operated in Bridge City for over 46 years. He and his wife, Kelli, have four children, two of whom are graduates of Bridge City High School, and six grandchildren

    His current term runs through 2026.

  • Jerry McInnis – Place #5

    Jerry McInnis is serving his 19th year on the BCISD Board of Trustees after being elected in 2007. Over his tenure, he has served in every officer role on the Board.

    Jerry graduated from Northwestern State College in 1965 with a teaching degree. He has been a resident of Bridge City since 1977 and attends First Baptist Church Bridge City. He has also been active in local and state Little League programs since 1959.

    Jerry and his wife, Sheila, have four children, all graduates of Bridge City High School. They also have eight grandchildren and four great-grandchildren

    His current term runs through 2028.

  • Michael C. Johnson – Place #6

    Michael C. Johnson is serving his 15th year on the BCISD Board of Trustees after being elected in 2011. Over his tenure, he has served in every officer role on the Board.

    Michael is a 1980 graduate of Bridge City High School. He is married to Lori Landry Johnson, and they have three children and two grandchildren. He is a strong advocate for students and is committed to ensuring they have every opportunity to succeed in BCISD

    His current term runs through 2026.

  • Dr. Mike Kelly – Superintendent

    Dr. Mike Kelly has served as Superintendent of BCISD since 2021. As the district’s chief executive officer, he provides leadership and oversight for daily operations, academic programs, and long-range planning.

    Dr. Kelly works closely with the Board of Trustees to implement district goals, support students and staff, and ensure strong educational outcomes across the district. His leadership focuses on academic excellence, operational efficiency, and fostering a positive learning environment for all students.

Board Meeting FAQs

Unless otherwise noted, Board of Trustees meetings for Bridge City ISD begin at 6:00 PM on the scheduled dates at the BCISD Administration building (1031 W. Roundbunch Road, Bridge City, TX 77611). Please note that special meetings may be scheduled and held throughout the year as needed.

In accordance with state law, the agenda and location are posted 3 business days prior to the meeting.

Board Meeting Agendas

The subjects to be discussed or considered or upon which any formal action may be taken are listed on the agenda. Items do not have to be taken in the same order as shown on this meeting notice. Unless removed from the consent agenda, items identified within the consent agenda will be acted on at one time.

Pursuant to the Texas Open Meetings Act, meetings of the Board of Trustees are open to the public and take place at the BCISD Administration building unless otherwise noted. Those wishing to address the Board regarding an item on the agenda may do so during the audience portion of the meeting.

Audience participation is limited to the portion of the meeting designated to receive public comment in accordance with Policy BED (LOCAL)   At all other times, during a Board meeting, the audience shall not enter into discussion or debate on matters being considered by the Board unless requested by the presiding officer. Public comment is limited to items on the agenda posted with notice of the meeting. 

PUBLIC COMMENTS PROTOCOL

  • When referring to specific District employees, with the exception of the Superintendent and Board Members, please use the person’s title only, not their name.  
  • Statements made during public comment are the opinions of the speaker and not necessarily those of the Board or District staff.
  • During public comment, please refrain from yelling, using profanity, interrupting other speakers, making personal attacks on District employees, or engaging in other uncivil conduct.
  • Speakers can be held liable for their statements.
